Building Collaboration with Crime Labs for Data Sharing

The New York Overdose Response Strategy (ORS) team collaborated with the 13 public forensic labs that analyze seized drugs and toxicology samples in the state to identify ways to share and analyze drug seizure data. However, there is significant variation in systems and protocols among these labs and only five labs have the capacity to consistently report data to the NY/NJ High Intensity Drug Trafficking Area (HIDTA). To address this variation, the NY ORS team contacted staff at the New York State Division of Criminal Justice Services (DCJS) Office of Forensic Services, which is responsible for maintaining a program of accreditation for public forensic labs. DCJS staff shared guidance with the ORS team on refining and increasing reporting metrics and invited them to attend statewide technical workgroup meetings where lab personnel discuss protocols and regional drug trends. After the ORS team’s first meeting in December 2023, the team gained a deeper understanding of forensic lab operations and regional drug trends, established connections with lab staff and clarified the purpose of seeking drug seizure data for overdose surveillance and response activities. The NY ORS team provided valuable insights into discussions about drug-checking programs and recent drug trends impacting public health and safety responses in various forensic lab regions. The ORS team continues to collaborate with DCJS and forensic labs to increase understanding of each lab’s capacities and limitations in data sharing.
